Civil Improvement Plans

The civil improvement plans are typically required during the course of review of a development applications, subdivisions, conditional use permits, design review and building permits.  Such activities include, but are not limited to: construction, grading, infrastructure, buildings, major additions and site improvements proposed on a parcel, except that such improvements shall be deferred as described in Section 12.03.05 for residential property unless:

  • Street improvements are, in the opinion of the Administrator, necessary for public safety, or
  • Street improvements would complete the extension of improvements already existing on either side of the subject property.

Not every application is required to submit improvement plans. The decision whether plans are required is made by staff in the Engineering Division of the Department of Community Development.
